The Leicestershire and Rutland Cricket Foundation (L&RCF) is committed to using cricket as a force for good, connecting communities, improving lives and breaking down social barriers. To achieve this, the Foundation has set an ambitious goal to become a standout charity, delivering class-leading programmes while ensuring long term financial sustainability. Our strategy outlines the steps we will take to achieve this goal, ensuring the long-term sustainability of cricket in the region. 


Cricket has a unique ability to unite people, fostering inclusion and wellbeing. Everything that L&RCF is working towards; every inclusive opportunity, community programme and recreational team that is on offer allows us to make great strides towards enhancing and extending the reputation, reach and profile of our game. 


The newly established Foundation in 2024 aims to engage Leicester, Leicestershire and Rutland’s diverse population, using cricket as a vehicle to break down social barriers and connect communities to promote positive physical and mental well-being. 


Governance will be led by a ten-strong independent Board of Trustees, who bring a wealth of expertise and lived experiences to reflect and serve the local population. Our strategy was developed through extensive consultation and lays out a four-year County Wide Plan for cricket and community engagement supported by detailed operational plans to drive real impact.

    BUDDLE

    Sport England BUDDLE is a One Stop Shop of support for sports clubs.

    This resource brings together Sport Engalnd's existing support for Clubs, Clubmark, Club Leaders and Help for Clubs to create a single, integrated and free support package for clubs.

    Club Matters will provide clubs with learning and guidance on all aspects of running a club whether it is large, small, formal or informal.

    Leicester & Rutland Cricket League Interest Free Loans

    Approaching the Relevant Funding Organisations

    It's important to choose the correct funding agency(s) for your respective plan/elements within your plan. Each organisation has its own criteria and requirements. It is vital that you make contact with the individual organisation and match your plans to its respective criteria before you compile an application.


    Putting your application together

    Careful planning to ensure your ambitions are realistic and right for your club is essential.

    The ECB's Club Development Plan provides a format and procedure, approved by the main Grant Aid providers. Your plans form a statement of your future intentions and will demonstrate to funding organisations how your plans will satisfy their requirements adding to cricket provisions in your area.

    Tips to achieving a successful application:

    You should demonstrate how your project represents value for money.

    Emphasise your level of need for financial support.

    Make sure your application is honest and request only funds you require.

    Be prepared to undergo a process of monitoring by funding agencies.

    Demonstrate a degree of self help- whether in cash or in kind.

    Have contingency plans in the event of a rejected application or reduced award.

    ALL STARS CRICKET

    All Stars Cricket is back for 2025 and now in its ninth year. All Stars Cricket provides a fantastic first experience for all children aged 5-8 years old where they're guaranteed 8 weeks of jam packed fun, activity and skills development. The programme is designed to introduce children to the sport, teaching them new skills, helping them make new friends and have a great time doing so.

    Every child that registers will receive a personalised tshirt, bat, ball and backpack.

    DYNAMOS CRICKET

    What is Dynamos Cricket? 

    Dynamos Cricket provides a fantastic next step for all those graduating from All Stars Cricket and the perfect introduction for all 8-11 year olds new to the sport. 

    Dynamos is all about fun and provides children with a more social offer, focusing on developing the fundamental skills required to play cricket. 

    We know how important it is to look like the heroes of the game, so evert child who registers will receive their very own Dynamos Cricket New Balance tshirt, personalised with their name and number.

  • CHANCE TO SHINE STREET - YOUTH

    The Chance to Shine Street Youth project is for participants aged 8 to 24 and aims to increase aspiration, promote mutual respect, and enhance relationships with others, including schools, police and the wider community.

    Chance to Shine Street brings cricket to thousands of young people in urban areas. It uses the fame to increase aspiration, promote social cohesion and create opportunities in diverse communities.

    The projects run after school or at weekends, they are completely free, players don't need to bring any equipment and can whatever they like. The sessions run in sports halls, youth clubs, parks and community centres for two age groups:

    Youths (8 to 16 years)

    Young Adults (16 to 24 years) and in some locations we run female only sessions.

  • LORD TAVERNERS WICKETZ

    Wicketz is a free community cricket programme aimed at young people from disadvantaged communities, providing them with a safe space to play cricket and learn life skills.

    Wicketz is a cricket programme for young people aged 8 to 19, living in disadvantaged communities.

    By establishing sustainable community cricket hubs, we provide year round weekly cricket sessions with a focus on breaking down barriers.

    Our sessions help in developing crucial life skills, creating stronger communities and enabling brighter futures for those taking part.

Schools

  • PRIMARY SCHOOLS

    Leicestershire and Rutland Cricket Foundation continue to deliver the FREE Primary Schools Programme that supports the National Curriculum. The programme which has been produced in collaboration with Create Development and Chance to Shine, aims to provide all young people with the opportunity to play, learn and develop through cricket.

    In partnership with Chance to Shine, we inspire children to be excited about the sport. We teach pupils how to play cricket and ensure that they learn academic and life skills whilst they take part. We support staff to teach the sport, so that they develop a culture of cricket within their school. We encourage schools to compete, internally or by taking part in a local tournament, and help children to take the next steps to progress on their cricketing journey.

  • SECONDARY SCHOOLS

    Chance to Shine Secondary Schools Girls’ Programme  

    In partnership with Chance to Shine, we will be delivering their Secondary Schools Girls’ Programme in schools across the county that supports after-school clubs, young leader training and competition for girls. It will provide a comprehensive package of coaching, leadership training and a Chance to Compete for teenage girls. It aims to develop key life skills needed for the classroom and, in future, the corporate boardroom. 

    The FREE Secondary School Girls’ Programme will consist of the following: 

    • Staff CPD 
    • Leadership Training (KS3 and KS4) 
    • Taster Sessions (Year 7, Year 8 and Year 9) 
    • KS3 Afterschool Cricket Club (led by KS4 leaders supported by coach) 
    • Intra Skills Challenge Sessions 
    • Primary School Festival Leadership Opportunities 
    • Chance to Compete Events

GOVERNANCE

SAFEGUARDING 

Leicestershire and Rutland Cricket Foundation treat the welfare of our players, coaches, staff, volunteers and the cricket community as priority. We believe that cricket should be a safe, fun welcoming environment where everyone has the opportunity to take part in our game. 


 Safeguarding is the responsibility of everyone in our game and should not be overlooked. As a Foundation we have a designated safeguarding team who are here to support our Club, Community and network partners to ensure they have everything in place to create a safe, welcoming environment.  


The role of the County Safeguarding Officer is 

  • To provide advice and assistance on safeguarding children to clubs, leagues, and other affiliated organisations within our county. 
  • The County Safeguarding Officer does this primarily through the network of Club Safeguarding Officers. 
  • They are the go-to person that others come to if they have concerns, and having attended specific training, will know what to do in order to assist, or who to ask for further help. 
  • Will make sure the appropriate policies and procedures are in place, and that everyone in regulated activity at their club, is vetted by the ECB/Cricket Regulator. 
  • To promote safe, welcoming and inclusive environments for all involved in Cricket

What to do if you have a concern 

If you have any concerns about a child or adult at risk or the behaviour of an adult towards either of these, you should share these immediately. It is natural to feel a little anxious about reporting a safeguarding concern, but remember, it is not your responsibility to decide if abuse or neglect has taken place, but you do have a duty of care to share any concerns you have. 

There are a number of ways to report a concern: 

If it is an emergency and someone is at immediate risk, then call the Police 999.

To the ECB directly by calling 020 7432 1200 and asking for a member of the Safeguarding Team or by emailing safeguarding@cricketregulator.co.uk

  • CLUB SAFEGUARDING OFFICERS

    You are vital members of your club and key to making an environment safe, welcoming and friendly for children/ young people and adults to enjoy the game of cricket.

    To become a Club Safeguarding Officer, you will need:

    - A Disclosure and Barring Service (DBS) certificate: issued on behalf of the ECB (Commonly referred to as a ‘vetting’ check

    - To complete the ECB ‘Safe Hands’ course: a ‘face-to-face’ course that is delivered by an ECB qualified tutor

    - A safeguarding qualification (the UK Coaching Safeguarding and Protecting Children or the Safeguarding Young Cricketers course): The SYC course is available on-line through LCCC.

    You will need to renew all the above every three years. 


    How to obtain an ECB DBS certificate

    Please contact a member of Leicestershire & Rutland Cricket Foundation or Lesley Allden Leicestershire & Rutland County Safeguarding Officer at safeguarding@leicestershireccc.co.uk with the following details:

    Your preferred title and full name (the name(s) you use will need to be the same as those shown on the forms of identification that you use using the process)

    Date of Birth

    Email Address

    Recreational Cricket Club you belong to and the role you are seeking to carry out at that club

    Once we have this information, we will be able to initiate the application. You will then receive an email link which will enable you to complete your application. As part of this, you will need to confirm three forms of identification and nominate people from the approved list of verifiers; you will need to contact one of these people to ensure they are able to carry out the next step.

     The verification process will require you to meet with the authorised person and produce the original documents you have registered in your application. Once this stage is complete, the application will be submitted for formal review on behalf of the ECB.

     The certificate will usually be issued within a couple of weeks (if not before); an applicant may be requested to provide further information or to submit their certificate for review (by the ECB) at any stage of the process of certification.


    ECB ‘Safe Hands’ Course

    This course is run locally by Leicestershire County Cricket Club and is a three-hour course that delivers the learning that is required to carry out the role of a safeguarding officer in cricket.

    We run this course at Leicestershire County Cricket Club Indoor School; it is free of charge.

  • ECB DBS

    Changes to the DBS Update Service- January 2025 

    Please see the update below regarding the DBS Update Service. 

    This is an important change which impacts volunteers only. The process will remain the same for paid applicants. 


    What has happened?

    The Disclosure and Barring Service has put into a place a change in the process for updating certification for volunteers. This information was not communicated to us prior to its implementation. 

    The procedure required as an individual (volunteer) to confirm annually to the ECB that they are continuing in their role which facilitates the automatic renewal of their DBS certificate. A customer would receive a separate notification from the Disclosure and Barring Service indicating to them that they are not required to take any action to update their certificate and their subscription will continue. 

    The Disclosure and Barring Service has now modified its user agreement, mandating that all individuals log into their update service account to renew their subscription on an annual basis. Should this not be actioned, their account will lapse, resulting in a failed check for the ECB, and the individual will be required to apply for a new DBS certificate as the DBS does not permit the reinstatement of Update Service subscriptions after lapsing. 


    What is the ECB doing to minimise the impact of the change?

    The ECB has been working with its supplier, Atlantic Data, to understand the implications of the recent changes and to establish processes that can effectively mitigate the associated risks. 

    We have implemented the following changes:

    - All on-screen text and email communications will be updated by 20th January, to clearly inform applicants of the necessary steps to renew their DBS with the ECB and to renew their Subscription to the Update Service. 

    - Emails will be issued to all individuals who are due for renewal within the next 30 days, serving as an additional reminder of the required actions, including the new process. 

    - Communications will be shared with the network and wider game. 

    - We are in the process of recontacting all individuals who have lapsed since January 1st to assist them in submitting a new application where applicable, thereby reducing the number of applications that need to be initiated locally.

    Then your welfare officer will input this data, which ECB DBS will email you with your username and password. Please complete the online form and get this verified by a verifier.

    All Clubs should now have an online DBS document verifier, Club Welfare Officers should have been contacted to complete their registration- if your Club does not have a verifier, email foundationenquiries@leicestershireccc.co.uk

    The new system is very user friendly, only takes a few minutes to fill in the form, and 3 or 4 minutes to carry out the document checking. Disclosures are typically issued within a week.

    Reporting Discrimination  

    You can choose to report discrimination anonymously or by providing your contact details. Only by working together with players, spectators, coaches, officials and clubs can we make lasting progress.  

    Leicestershire & Rutland Cricket Foundation has a zero-tolerance policy against any form of discrimination. If you feel you have witnessed or experienced discrimination, please report it by email talktous@leicestershireccc.co.uk  
     
    All concerns will be fully investigated and handled with the utmost confidentiality. 

  • DISCRIMINATION

    Leicestershire and Rutland Cricket Foundation stand against discrimination in all of its forms and want to ensure that everyone can say that cricket is a game for them. We want to ensure that everyone feels welcome at a cricket club, event, match or session. If you have experienced or witnessed discrimination you can report it through the ECB’s website. 

    Discrimination of any kind is unacceptable. If you are aware of or witness discrimination at any level of cricket in England and Wales, we want to hear from you. To ensure that our game is inclusive, diverse and welcoming we want to ensure that discrimination in all of its forms is reported and dealt with in the correct manner by the relevant people.

    In line with this commitment, Leicestershire and Rutland Cricket Foundation have adopted the ECB ANTI-DISCRIMINATION CODE 

    Through the Cricket Regulator, the body responsible for monitoring compliance with the game’s regulations, enforcement of adherence to those regulations and providing relevant information and education, you can report discrimination through their online portal. This can be done either anonymously or with personal details, whichever you feel more comfortable with.  

    The Cricket Regulator with review every report that is submitted and will triage to the relevant organisation to be dealt with. Where the concern raised is a matter for the ECB to investigate, the Cricket Regulator will investigate.   • DISCIPLINE

    Leicestershire and Rutland Cricket Foundation, and the ECB, are committed to ensuring that HIGH STANDARDS of behaviour Conduct are adhered to across our game.

    In line with this commitment, Leicestershire and Rutland Cricket Foundation have adopted the ECB GENERAL CONDUCT REGULATIONS, RECREATIONAL CONDUCT REGULATIONS and ANTI-DISCRIMINATION REGULATIONS.

    The GCR contain detailed disciplinary processes which are designed to ensure that disciplinary matters are dealt with in a fair, efficient and consistent manner by cricket organisations and provide assistance to cricket organisations when establishing and running their disciplinary processes.     Recreational Conduct Regulations  (click for more info)

    Recreational Conduct Regulations (the “RCR”) shall be applicable to all leagues within recreational cricket (and within the jurisdiction of the ECB) which are not covered by the GCR (the “Relevant Cricket Leagues”). The RCR mirror the GCR as follows:

    1. The RCR cover both on-field offences and off-field offences (such as inappropriate comments on social media). As cricket organisations will be well aware, there has been (and will no doubt continue to be) an increase in cases involving off-field offences.

    2. The RCR also contain sanction guidelines, which will ensure there is more consistency across recreational cricket.

    This Code therefore sets out discriminatory behavior which, when carried out by a participant who is required to comply with it, will be a breach of the Code and may be sanctioned accordingly. All Participants agree by virtue of their involvement in cricket in England and Wales to be bound by this Code and submit to the disciplinary jurisdiction of the relevant body which applies to them. Join the Running Foxes Volunteer Team

Leicestershire County Cricket Club is looking to recruit a brand new group of dedicated volunteers to join the Foxes Family to form part of our match day and major event day team of helpers.

Over the course of 2022 the club expects to welcome over 60,000 spectators to the Uptonsteel County Ground and to help deliver an unforgettable experience our Running Foxes Volunteer Team will play a huge role in the delivery of events at Leicester’s Premier Outdoor Venue.

Our volunteer roles do not require any formal experience or qualifications, full training will be provided. Our team will say the first hello and final goodbye, with roles as diverse as the people we are looking for. They will be meet & greeters, venue preppers, ticketing assistants, fan zone engagement staff, outer venue helpers plus a range of other roles.

In order to participate in the volunteering programme, applicants must be:

-         At least 16 years of age as of 1 April 2022

-          A brilliant communicator

-         Eligible to work in the United Kingdom without any additional immigration approvals

-         Available to volunteer for a minimum of Four Match/Event Days between April-September

Leicestershire County Cricket Club’s Head of Community, Mark Barber said: “Cricket is synonymous with Volunteers, they are the heartbeat of cricket and many major events, engaging with visitors attending and helping to provide the best experience possible.

“We want to show the vibrant culture and diversity that Leicester has through our events and Volunteering at the Uptonsteel County Ground will be a unique opportunity to contribute to the community and experience, so I'd encourage the people of the Leicestershire to submit an application and come and join the Foxes Family”.
